Reform of Retirement Income System

Issue

In the late 1990s, the federal government spoke of the need for a comprehensive review of Canada’s retirement income system (RIS). For a time, there was a rumour that such a review had been sketched out in a so-called "Ageing Paper," but that paper was not released to the public.

Action to Date

In 1996/97, ACPM’s Advocacy and Government Relations Committee (AGRC) focused on a comprehensive review of the Canadian retirement income system. This led to the 1997 release of our paper, "A Retirement Income Strategy for Canada." In this paper, ACPM indicated what it believed was necessary to revamp and improve Canada’s RIS. In January 2000, a revised version of this document was produced, titled "Dependence or Self-reliance: Which Way for Canada’s Retirement System?"

More recently, the many industry stakeholders, including the Joint Expert Panel on Pension Standards for Alberta and British Columbia in its November 2008 Report, have called for a National Summit on pension issues.

Future Action

The AGRC continues to press for systemic reform and a national summit.
